The company and the market.
HARBOR builds Helm, the governed AI platform for work that can't leave, and runs the productization practice for federal contractors. This page is the short version; the brief is longer and comes by reply.

HARBOR Initiative LLC · a Texas limited liability company · one founder.
The company.
HARBOR is a company with two doors and one idea. A federal firm's delivery record is an asset. The product hidden in it needs a governed place to run.
What it sells
Helm, the product: one instance per firm, hosted by HARBOR today or installed in a client's network for a pilot, on the models the firm names, with tool calls and approvals written to a record the firm can check. And the practice: a free diagnostic, a published six-stage method, and fixed-scope engagements that find the product in a delivery record and prove whether it is worth building.
Why one company
The practice builds the first workflow and the product runs it. A firm that is not ready to buy a platform still has a delivery record worth reading, and a firm that has proved its product needs a place to run it. The same company can serve both without pretending they are the same sale.
The product.
Helm is the whole company story in one product: a governed instance, the models the firm names, and a record a customer, a prime or an auditor can read.
Two deployment paths.
Hosted by HARBOR today, one instance per firm. Installed in a client's network for a pilot that needs it, scoped per pilot.
The record.
Tool calls and approvals are written to a record the firm can check. The record covers the platform's actions, not what a person reads.
The federal data layer.
18 public federal data sources and 147 tools behind one endpoint, so the work starts from the federal record rather than a blank prompt.
The engineer.
A HARBOR engineer sets up the instance and builds the first workflows with the firm. That is the engagement, not a self-serve signup.
The market.
The buyer is the small federal contractor: large enough to hold real contract work, small enough that an enterprise AI platform is out of reach. Its staff already uses public AI tools, and its best work cannot go into one.
The market is not one agency or one contract vehicle. It is the long tail of firms that deliver services to the federal government and are asked, in every new proposal, to prove they can work with controlled data and with AI. The practice qualifies them without a platform purchase. Helm is what they buy when the workflow proves out.
