The governed AI platform.
For work that can't leave. Helm runs as one instance per firm, on the models you name, with every action on a record you can check. It writes the research, drafts the mail and watches the solicitations. A HARBOR engineer sets it up and builds your first workflows on it.

Three jobs. One set of controls.
Helm is the governed AI platform for work that can't leave. Capture, research and mail are the first three jobs. Each runs on the same platform, under the same controls, and writes to the same record. The engineer builds the ones your firm repeats.
Capture and proposals
Every new notice read overnight, ranked against your codes, set-asides and past work. Every figure links to the SAM.gov or USAspending record behind it.
Research and writing
A question in the morning becomes a cited brief. When the sources are thin, the brief says what it could not find.
Mail and operations
The inbox read, sorted and drafted in your voice. Every reply waits for a person to approve it. Nothing sends itself.

Nothing leaves until a person approves it. Every approval is written to the record.

Two ways to run it.
One instance per firm, never a shared tenant. The platform, the controls and the record are the same on both paths.

Scoped per pilot
Installed in the client's network.
For pilots that need it, Helm is installed in the client's own network or cloud. The first install has not run yet.
Governed, and you can check it.
No auditor has reviewed Helm. It shows its controls instead, so a security lead can test them in a pilot. If your review needs something these do not cover, ask the engineer. We will tell you what is true, including what is missing.
- What leaves
- The model call, and calls to any service you choose to connect, such as your mail. An allow-list names every host Helm may reach.
- Which models
- Only the models you name. Every answer shows the model that produced it, and you can switch it for any turn.
- Approvals
- Nothing is sent, submitted or changed outside the platform until a person approves it. The approval is on the record.
- Who can see it
- Your team, and the HARBOR engineer who operates it. The record shows every action either of them takes in the platform, not the content they read.
We set it up for you.
You do not need an AI team. A HARBOR engineer deploys Helm, connects your sources and builds your workflows on it, then stays on retainer as your operator.

Federal data, built in.
HARBOR Port is Helm's federal data layer. It adds 18 public federal sources and 147 tools when the work needs them, with no keys to manage and no scrapers to maintain.
Port is also sold on its own, to firms that only need the data.
