The method crosses borders.

HARBOR is federal first. Allied governments buy in their own ways, but the productization problem is the same: a services firm has real delivery work and nothing packaged to sell twice.

Who this is for.

Three ways an allied buyer arrives. The method is the same; the market, the assurance and the route are not.

  1. Allied government buyers

NATO bodies, national ministries and agencies that buy services and software, and want a repeatable product rather than another bespoke project.

  2. Integrators and primes

Firms delivering into allied programmes that need a product to take to the next market instead of rebidding the same capability country by country.

  3. US and allied firms

Companies that want one packaged offer for several allied markets, with the local rules checked before the proposal rather than after.

The six stages map across.

Two stages carry the local work. The other four need less local work.

Assurance requirements take the place of FedRAMP. Examples include ISO/IEC 27001 certification and the UK's Cyber Essentials; the standard or scheme named in the contract decides. The question is the same: what must be true before a buyer can sign?

Allied frameworks and cooperative programmes take the place of US contract vehicles. NATO's NCIA and NSPA handle alliance-level acquisition and support. The UK's Government Commercial Agency (formerly the Crown Commercial Service) runs central commercial agreements; Canada's PSPC is the central purchasing body; Australia's AusTender publishes federal tender opportunities. AUKUS Pillar 2 is the trilateral advanced-capabilities track.

What to check early.

Topics we raise before a proposal, not legal advice. Each is governed by the solicitation and the official rules.

Eligibility for NATO-funded work
Who may bid, and under which national rules, is set by the funding nation and the programme. The solicitation is the authority.
Data sovereignty
Where data is stored and who may access it can be a contract condition. The buyer's rules decide.
Export control on US-origin technology
ITAR and EAR can apply before a US-origin product crosses a . The official sources are DDTC and BIS; take advice before relying on an exception.DDTC (ITAR) (opens in new tab)BIS (EAR) (opens in new tab)
Local partner requirements
Some programmes require a local partner or a local presence. The solicitation decides.
